      <title>Bond a dynamics changer for 509-J</title>
      <description>  After sorting out details with the Confederated Tribes, and a series of meetings with a citizens' group, the 509-J school board adopted the proposal Monday night for an ambitious bond levy.  Come May, the district voters will decide on a $26.65 million, 20-year levy. The projects included will improve and modernize facilities, but more than that the bond would change social and educational dynamics within the district, and provide an element of unprecedented community enrichment. </description>

      <title>509-J seeks $26.6 million bond levy</title>
      <description> School District 509-J will be putting a $26.6 million bond levy before voters, based on the recommendation of the facility planning committee. At Monday night's board of director's meeting, Superintendent Rick Molitor outlined the recommendations of the committee, which was made up of a cross-section of school staff, parents and community members. The group met six times between November and January to tour school buildings, look at needs, and discuss priorities. </description>

      <title>Hospital to rescale building project</title>
      <description>  The Mountain View Hospital Board of Directors has announced its decision to pursue alternative building plans for facility expansion after receiving the most recent round of bids for the hospital project. The rebid for the hospital renovation project returned figures substantially higher than projected. After considering the new bid prices, the condition of the local and national economy, as well as recent threats to Oregon Medicaid reimbursement, the board concluded that the current project costs were not affordable. </description>

      <description> Known for his loyalty and dogged determination when working a case, police dog &amp;quot;O'Neil&amp;quot; did some amazing things during his time with the Warm Springs Police Department. Nov. 16, 2011, just shy of 7 years old, O'Neil had to be euthanized due to aggressive cancer, but his handler WSPD officer Jason Schjoll paid tribute to his K-9 partner by sharing some of his feats. For one thing, O'Neil &amp;quot;spoke&amp;quot; Hungarian. WSPD got the dog when he was 1 year old from Castle K-9 in Pennsylvania, which imports working dogs from Europe. O'Neil came from Hungary and was trained with Hungarian commands. </description>

Ellsbury, a 2002 Madras High School graduate, finished second in voting for the American League Most Valuable Player to Detroit's Justin Verlander for his career season with the Boston Red Sox. A statewide voting panel comprised of nearly 200 television, radio and print media and other respected sports professionals from across the state narrowed the field of nominees to nearly 80 deserving finalists. The winners will be revealed live on the Stanford Theatre stage at the Nike World Headquarters during the 60th Oregon Sports Awards Feb.12. </description>

      <title>Jefferson County’s unemployment rate drops </title>
      <description> Jefferson County's seasonally adjusted unemployment rate fell to 12.7 percent in December. The rate was 0.3 percentage points lower than November's revised rate of 13.0 percent. This is the lowest rate since May 2011. One year ago the rate was 13.9 percent. However, while unemployment is going down, there are fewer jobs to be had. Between November and December, the county lost 70 jobs. Typically the county loses roughly 20 jobs this time of year. Over the last year, Jefferson County has lost 200 jobs. </description>

      <title>Fire safety issues cause concern</title>
      <description> Hindsight may be 20/20, but it doesn't provide an explanation for several deficiencies recently discovered in a downtown office building. Acting on a citizen complaint, in early January Brian Huff, deputy state fire marshal, asked the owner of a mixed-use building to immediately evict the occupants of an upstairs apartment because of potential fire danger from faulty construction. The building in question, which currently houses Mid Oregon Personnel on the main floor and has three apartments on the second floor, was constructed in 2006 by former Madras mayor Frank Morton. After a foreclosure process last fall, the building now belongs to Columbia State Bank. </description>

There wasn't much bustling about as traveling was, if not dangerous, difficult. Outlying areas like Ashwood and Grandview were essentially isolated. The county's road crews were helpless to assist as most of their fleet was stuck in snowdrifts, abandoned for the time.  But the icy, quiet winter would be cracked on the night of Sunday, Jan. 31 -- a day that will live in historic infamy in Madras. </description>

      <description> Watch the kid play and he looks like a young buck leaping around to escape rabid hunters in the early weeks of October. Jhaylen Yeahquo, a 6-foot-2 inch junior, is making a major impact with the Madras High School boys varsity basketball team this season, and he does so by leaping around. Last week against Gladstone, he asked to be removed from the court midway through the third quarter, as his calves were cramping. Yeahquo exerts so much energy, you wonder how he does it. Many times, he crashes the boards so hard that it takes him a couple attempts to convert a put bucket, thus several leaps off the floor. </description>

The Bulldogs were originally scheduled to compete in the annual Crater Classic, but the event was canceled. Culver, the five-time defending 2A/1A state champions, accumulated 200 points, led by second-place finishes by Noe Gonzalez (113 pounds), Ryan Kasch (126) and Jesus Retano (152). </description>

      <title>Sewer funding gets nod from DEQ</title>
      <description> Residents of Madras from Lee Street to Birch Lane will have access to city sewer early next year, thanks to a funding package from the Oregon Department of Environmental Quality. Under a loan agreement approved by the DEQ last week, the city of Madras will benefit from a $734,821 loan from the Clean Water State Revolving Fund. The best part of the deal is that the DEQ will forgive 75 percent of the loan principal -- about $551,000 -- upon completion of the project. As a result, the city will only be required to repay about $183,000 -- at an interest rate of 2.71 percent -- over the next 20 years. </description>

      <description> Madras High School graduate Jacoby Ellsbury's bank account grew substantially Tuesday, when he inked a deal to make nearly three times what he did last year to play professional baseball. The 28-year-old American League Most Valuable Player runner-up agreed to a one-year, $8.05 million deal to avoid arbitration with the Boston Red Sox. Ellsbury's one-year salary is the highest ever for a player in his second year of salary arbitration. The previous high was $6.9 million won by Hunter Pence in an arbitration hearing with the Houston Astros last winter. </description>

      <description>  A 22-year-old man, Brian Scott Mohr, who was serving in the U.S. Army at Fort Lewis, Wash., is currently sitting in the Jefferson County Correctional Facility on kidnapping and rape charges involving a 12-year-old girl. Mohr was arraigned in the Jefferson County Circuit Court last week on charges of second-degree rape, second-degree kidnapping, and custodial interference for incidents which occurred on or between June 24 and June 28, 2011. Security was set at $250,000. </description>

      <description> Oregon State Police Fish and Wildlife Division is asking for the public's help to identify the person responsible for illegally killing a four-point buck found shot Jan. 11, and left to waste in western Jefferson County. A reward of up to $250 is offered for information that leads to an arrest and conviction in the case. Last Wednesday, OSP Sgt. David Pond was patrolling between Green Ridge and Lake Billy Chinook on U.S. Forest Service Road 1170 in the Metolius Unit when he found a 4-point buck shot dead and left to waste about 60 yards from the road. </description>
